Trade agreements
EU-Mercosur — legal text finalized
EU and Mercosur negotiators announce completion of the legal scrubbing process. The final treaty text is now available in all official languages. Next steps: signing ceremony (expected December 2025 or early 2026), followed by provisional application and ratification processes. The tariff annexes — product-by-product liberalization schedules — are confirmed.
Mercosur-South Korea FTA
- Formal announcement of FTA negotiations launch between Mercosur and South Korea

Tariff changes
GECEX — broadest TEC review since 2021
- GECEX Resolution 618 opens public consultation on broad TEC review
- 350+ NCM codes under review across chapters 28-40, 72-85
- Objective: align TEC with Mercosur industrial policy and EU-Mercosur implementation timeline
- Expected outcomes: reduction of tariff peaks, elimination of tariff inversions (where inputs have higher tariffs than finished products)
- Timeline: final resolution expected February 2026

ICMS changes (CONFAZ)
CONFAZ Q4 meeting — 8 new convênios
- Convênio ICMS 140/25 — extends ICMS exemption on renewable energy equipment through 2027
- Convênio ICMS 142/25 — harmonizes DIFAL (diferencial de alíquota) calculation methodology across states, reducing disputes
- Convênio ICMS 145/25 — establishes framework for ICMS→IBS transition record-keeping requirements starting 2026
- Convênio ICMS 148/25 — new ICMS incentive for pharmaceutical manufacturing in Northeast states (CE, PE, BA)
- Mato Grosso do Sul — reduces ICMS on imported agricultural machinery from 17% to 12% (Decreto 16.120) to support soybean processing investment

Siscomex API upgrades
- Siscomex releases API v3.0 for DUIMP integration — enables real-time status tracking for importers' ERP systems
- New bulk upload capability for large-volume importers (100+ DUIIs per month)
- Improved data exchange with LPCO module for regulatory agencies

Regulatory changes
