What we cover
Why Brazil's import taxes are uniquely complex
Unlike most countries, Brazil's import taxes cascade — each one builds on the base that includes all previous taxes.
The 7-tax cascade
Why it matters
Each product has unique II and IPI rates determined by its NCM code — Brazil's 8-digit classification. There are 10,515 NCM codes, each with unique rates.
ICMS varies by state
Each of 27 states sets its own ICMS rate (17–22%). Importing through São Paulo vs. Santa Catarina changes the total cost significantly.
Ex-Tarifário can save ~22%
Capital goods without a domestic equivalent may qualify for zero import duty — saving hundreds of thousands on a single shipment.

Compare 8 major ports by ICMS rate, clearance time, and container volume.
