ICMS by State: How Location Changes Your Import Cost
Brazil is a federation of 27 states, each with its own ICMS rate. The state where goods are cleared through customs directly affects the total landed cost — choosing the right clearance point can save thousands.
Why this matters
ICMS is calculated via gross-up — the tax is included in its own calculation base. This means the effective rate is higher than the nominal rate. For a product with 18% ICMS, the effective tax burden on the pre-ICMS base is ~22%.
The difference between the lowest ICMS state (Espírito Santo at 17%) and the highest (Maranhão at 22%) can represent a 5-7% difference in total landed cost on the same product.

Key states for importers
Lowest ICMS rate in Brazil for imports (17%). The FUNDAP incentive program offers deferred ICMS payment and financing, making Vitória one of the most cost-effective ports for customs clearance.
Low ICMS (17%) combined with major port infrastructure. The TTD (Tratamento Tributário Diferenciado) program offers additional ICMS benefits for importers who clear goods through Santa Catarina ports.
Brazil's economic powerhouse — São Paulo alone accounts for ~33% of GDP. Santos is the largest port in Latin America by container volume. ICMS at 18% is competitive, and the proximity to Brazil's main consumer market makes SP the default clearance point for most importers.
Home to the Zona Franca de Manaus (ZFM) — Brazil's largest free trade zone. Products manufactured in the ZFM enjoy II exemption, IPI reduction, and ICMS credits. Many importers route goods through Manaus for tax advantages.
Second-highest ICMS rate (22%). Despite being a major port, the high ICMS rate leads many importers to clear goods through neighboring Espírito Santo instead.
Highest ICMS rate in Brazil (22%). The high rate makes importing through Maranhão significantly more expensive than alternatives like Espírito Santo (17%).
