Siscomex processing fee — annual revision
- Siscomex utilization fee adjusted to R$214.50 per DI/DUIMP (from R$207.30)
- R$107.25 per additional NCM code added to the declaration
- Effective October 1, 2025
- Annual IPCA adjustment as per IN RFB 1.158
Tariff changes
GECEX — TEC review for electronics (HS 84-85)
- Public consultation opened for TEC review on consumer electronics
- Proposal: reduce tariffs on 42 NCM codes in HS 8471 (computers), 8517 (telecom equipment)
- Proposed reductions of 2-4pp, bringing rates closer to WTO binding levels
- Comments period: 30 days (closes October 15)
- Context: preparation for broader TEC reform ahead of EU-Mercosur implementation

- 76 new concessions granted
- Focus on food processing equipment (8438), mining equipment (8430), medical devices (9018)
- 8 concessions for hydrogen production equipment (8405, 8419) — first batch for green hydrogen
ICMS changes (CONFAZ)
CONFAZ meeting — September 2025
- Convênio ICMS 120/25 — extends ICMS reduction on natural gas to December 2026 (from September 2025 expiry)
- Convênio ICMS 122/25 — new ICMS credit mechanism for imports of renewable energy equipment in participating states (MG, BA, CE, PE)
- Convênio ICMS 125/25 — harmonizes ICMS-ST (substituição tributária) rates for imported auto parts across South/Southeast states
- Rio Grande do Sul — emergency ICMS reduction on construction materials for flood reconstruction (Decreto 57.890) — 12% to 7% until March 2026
Trade agreements
EU-Mercosur — legal scrubbing continues
Following the July political conclusion, EU and Mercosur legal teams continue "legal scrubbing" — reviewing the text for consistency, translating into all official languages (EN, FR, ES, PT), and resolving minor drafting discrepancies. Expected completion: late 2025. This is a normal process and not an indication of renegotiation.
Mercosur-Singapore FTA
- Fifth round of negotiations completed in Singapore
- Progress on market access for electronics and pharmaceutical products
- Rules of origin chapter near completion
Regulatory changes
- ANVISA — medical device registration backlog clearance program announced. Target: reduce average registration time from 18 months to 9 months by mid-2026.
- MAPA — new bilateral protocols signed with Vietnam (coffee) and Thailand (processed fruit). Vietnam protocol enables direct green coffee bean imports.
- INMETRO — extends compliance deadline for new USB-C charger standards (Portaria 678) from January to April 2026.
