The ICMS advantage: 17% saves real money
Santa Catarina charges 17% ICMS — the constitutional minimum. For a $100,000 CIF shipment with 14% II, importing through SC instead of SP (18%) saves approximately $1,500–2,000. Compared to RJ (22%), the savings jump to $3,000+.
This difference is compounded by ICMS being calculated "por dentro" (gross-up method), which means the effective rate is higher than the nominal percentage. Every point of ICMS saved has an amplified impact on total landed cost.
The TTD program: ICMS deferral
Santa Catarina's TTD (Tratamento Tributário Diferenciado) program allows qualifying importers to defer ICMS payment on imports, effectively reducing the cash flow impact. Some TTD modalities reduce the effective ICMS to as low as 2.6% for certain operations.
The TTD requires registration with the SC state tax authority (SEF/SC) and is available to companies with a CNPJ in Santa Catarina. Many trading companies have set up SC subsidiaries specifically to access this benefit.
The twin-port complex
Itajaí and Navegantes sit across the Itajaí-Açu river from each other and function as a single port complex. Navegantes hosts the APM Terminals facility (formerly Portonave), one of Brazil's most modern container terminals. The Itajaí side has additional terminals and the traditional port area.
Best product categories
Itajaí/Navegantes is the port of choice for consumer goods importers who can leverage the ICMS and TTD advantages. Electronics, textiles, plastics, and general consumer products are the main categories. Many importers of Chinese goods route through Itajaí for this reason.
Customs clearance: 3–7 days
Clearance at Itajaí/Navegantes averages 3–7 days — faster than Santos due to lower congestion and a growing pool of experienced customs brokers. The port has invested in scanner infrastructure to speed up physical inspections.
