Why Santos dominates Brazilian imports

Santos processes more containers than any other port in Latin America. For first-time exporters to Brazil, Santos is the default choice — it has the most customs brokers, the widest range of shipping line services, and the deepest draft berths for large vessels.

The port complex spans both sides of the Santos estuary, with dedicated container terminals at BTP (Brasil Terminal Portuário), Santos Brasil (Tecon Santos), and DP World Santos. Together they handle over 4.3 million TEUs annually.

The ICMS factor: 18% in São Paulo

São Paulo's ICMS rate is 18% — higher than Santa Catarina (17%), Espírito Santo (17%), or Rio Grande do Sul (17%). For a $100,000 CIF shipment with 14% II, routing through SC instead of SP can save approximately $1,500–2,000 in ICMS alone.

However, if your buyer is in São Paulo state, the ICMS advantage of other ports may be offset by interstate ICMS differentials and inland freight costs. Santos is almost always the cheapest option for SP-destined goods.

Santos handles virtually every product category. Its infrastructure supports refrigerated containers (reefers), oversized cargo, dangerous goods, and standard dry containers. The automotive terminal processes CKD and CBU vehicle imports.

Customs clearance: 5–10 days

Average clearance at Santos runs 5–10 business days, with Green Channel (automatic release) possible in 2–3 days for trusted importers with established RADAR profiles. Peak season (September through December) can push clearance to 10–15 days due to congestion.

Santos has the largest concentration of customs brokers (despachantes aduaneiros) in Brazil, which means competitive pricing but also requires careful vetting — quality varies significantly.

Congestion and demurrage

Santos' main disadvantage is congestion. During peak season, truck queues on the Anchieta-Imigrantes highway system can add 1–2 days to container pickup. Demurrage charges at Santos are competitive due to high volume, but container detention fees apply after the free period (typically 7–14 days).

To mitigate congestion risk, some importers split shipments between Santos and Itajaí or Paranaguá, particularly for time-sensitive goods.

When Santos is your best choice

  • Large volumes — best shipping frequency and competitive rates
  • Automotive or heavy machinery — specialized terminals and equipment

When to consider alternatives

  • ICMS optimization — Itajaí (SC 17%) or Vitória (ES 17% + FUNDAP) save on taxes
  • Northeast destinations — Suape is closer and cheaper for inland freight
  • Peak season urgency — smaller ports clear faster during Sep–Dec
  • ZFM manufacturing — Manaus has dedicated duty-free channels
