Paranaguá as an import gateway

Paranaguá is historically one of Brazil's largest bulk ports (grain, fertilizers, sugar), but its container operations have grown significantly. The TCP (Terminal de Contêineres de Paranaguá) handles over 1 million TEUs annually and has invested heavily in modern equipment.

For importers, Paranaguá offers a balance: less congestion than Santos, good highway access to the south and central-west regions, and a state (Paraná) with moderate ICMS at 19.5%.

ICMS at 19.5%: the middle ground

Paraná's 19.5% ICMS sits between São Paulo (18%) and Rio de Janeiro (22%). While it doesn't offer the tax advantage of Santa Catarina (17%) or Espírito Santo (17%), Paranaguá's proximity to major markets in PR, SC, and western SP can make inland freight savings outweigh the ICMS difference.

Best product categories

Chemicals Fertilizers Machinery Agricultural inputs

Paranaguá excels in chemical and fertilizer imports thanks to dedicated handling infrastructure. It's also competitive for machinery and industrial inputs destined for manufacturers in Paraná's industrial corridor (Curitiba, Londrina, Maringá).

Customs clearance: 4–8 days

Clearance at Paranaguá averages 4–8 business days. Green Channel releases can happen in 2–3 days. The lower volume compared to Santos means less queueing at inspection points and faster truck dispatch.

Strategic positioning

Paranaguá is the natural entry point for goods destined for Paraná, western São Paulo, Mato Grosso do Sul, and parts of Santa Catarina. It's also the closest Brazilian port to landlocked Paraguay, making it relevant for Mercosur transit operations.

When Paranaguá makes sense

  • Buyer in Paraná or western SP — shortest inland freight
  • Chemicals and fertilizers — dedicated infrastructure
  • Santos congestion concerns — less wait, similar service quality
  • Mercosur transit — proximity to Paraguay border
