Exporting from Chile to Brazil

Mercosur associate with comprehensive free trade. Copper, salmon, and wine enter at preferential or zero rates under ACE 35.

ACE 35: free trade with Mercosur

Chile is Brazil's 12th largest import origin and the largest in Latin America outside Mercosur. The ACE 35 (Acordo de Complementação Econômica) signed in 1996 provides comprehensive free trade between Chile and Mercosur countries, covering virtually all tariff lines. Chilean exporters enjoy duty-free or heavily reduced access to the Brazilian market.

ACE 35: comprehensive free trade

Chile has had free trade with Mercosur since 1996 under ACE 35. Most Chilean products enter Brazil at 0% import duty, provided they meet Rules of Origin requirements. Chile is also a Mercosur associate member.

Copper: Brazil's #1 Chilean import

Chile is the world's largest copper producer, and Brazil is a significant consumer for its manufacturing and construction sectors:

  • Copper cathodes (HS 7403): over $3B annually — Brazil's largest single Chilean import by value
  • Copper wire and tubes: for electrical and plumbing applications
  • Duty: 0-4% MFN, but 0% under ACE 35 with certificate of origin
  • No regulatory barriers: raw copper does not require special certifications

Salmon and seafood

Chile is the world's second-largest salmon producer (after Norway), and Brazil is a growing consumer market:

  • Atlantic salmon (HS 0302): fresh and frozen fillets, over $1.5B annually
  • Trout and other fish: complementary species
  • 0% duty under ACE 35 — versus 10% MFN for non-preferential origins
  • MAPA — phytosanitary and veterinary certificates required for all seafood

Wine: a competitive advantage

Chilean wine has established a strong position in the Brazilian market, competing directly with Argentine, Portuguese, and now EU wines:

  • 0% duty under ACE 35 — while EU wines pay 20-27% (phasing down under EU-Mercosur)
  • Price competitiveness: Chilean wines offer exceptional value at the 0% tariff rate
  • Varieties: Cabernet Sauvignon, Carménère, Sauvignon Blanc dominate Brazilian imports
  • MAPA + ANVISA: alcoholic beverage registration required

Lithium and strategic minerals

Chile holds the world's largest lithium reserves. As Brazil's EV and battery sectors grow:

  • Lithium carbonate and hydroxide: growing demand from battery manufacturers
  • Molybdenum concentrates: for steel alloys
  • Low or zero tariffs under both MFN and ACE 35

Rules of Origin: the key to 0% duty

To claim ACE 35 preferences, Chilean products must meet Rules of Origin requirements:

  • Certificate of Origin: issued by the Chilean Chamber of Commerce (Cámara de Comercio)
  • Substantial transformation: products must be manufactured or substantially processed in Chile
  • Direct shipment: goods must be shipped directly from Chile (transit through third countries is permitted but with restrictions)

Practical next steps

  1. Find your product's NCM code
  2. Confirm ACE 35 preferential rate for your NCM code
  3. Obtain Certificate of Origin from Chilean Chamber of Commerce
  4. Calculate the full landed cost — remember to set import duty to 0% if ACE 35 applies
  5. Verify regulatory requirements (MAPA for food, ANVISA for beverages)

Common questions

?What is an NCM code?

NCM (Nomenclatura Comum do Mercosul) is Brazil's 8-digit tariff classification code. The first 6 digits match the international HS (Harmonized System) code — the remaining 2 are Mercosur-specific. Every import tax rate in Brazil is determined by the NCM code.

?What is a CNPJ?

CNPJ (Cadastro Nacional da Pessoa Jurídica) is Brazil's national business registry number — equivalent to an EIN (US), Company Number (UK), or Handelsregisternummer (Germany). Every company that imports into Brazil must have a CNPJ.

?What is RADAR?

RADAR (Registro e Rastreamento da Atuação dos Intervenientes Aduaneiros) is Receita Federal's mandatory import/export authorization. Your Brazilian buyer needs active RADAR before any goods can clear customs. It comes in three modalities with different value limits.
